The Ministry of Education, Higher Education and Vocational Education of Sri Lanka has announced 02 Undergraduate Scholarships offered by the Government of Romania for the academic year 2026/27. This is a rare opportunity for Sri Lankan A/L graduates to pursue a fully-funded degree in Europe. Who Can Apply — General Criteria
- Must be a citizen of Sri Lanka.
- Minimum three passes at the G.C.E. (A/L) Examination 2024 or 2025 in any stream, conducted by the Department of Examinations, Sri Lanka.
- Good knowledge of English — at least a "C" pass in English at G.C.E. (O/L) and "S" pass at G.C.E. (A/L), or equivalent.
- Must be in good health and prepared to reside in Romania for the duration of study.
- Must not be currently registered or enrolled as an internal student at a Sri Lankan state university (i.e., selected by UGC based on A/L results).
- Must not hold Romanian citizenship or citizenship of an EU / Swiss Confederation / European Economic Area member state (with certain exceptions).
- Must not be a member of, or a family member of, the diplomatic corps accredited in Romania.
- Must not have previously received a Romanian Government scholarship at the Bachelor's level.
Field of Study
- Open to any field of study, except studies in medical professions.
- Medium of instruction is Romanian Language. A preparatory year of Romanian language study is included in the scholarship for all selected candidates.
What the Scholarship Covers
Tuition & Enrolment Fees
Full tuition and enrolment fees covered by the Romanian Government.
Student Dormitory Accommodation
Accommodation within national subsidy limits. Additional costs may apply as set by the host university.
Monthly Allowance
925 Romanian Lei (RON) per month for living expenses.
Medical Assistance
Covered for medical-surgical emergencies and potentially endemic diseases.
Selection Process
Online Application

Z-Score Shortlisting
Candidates shortlisted based on their A/L Z-score by the Ministry.
Structured Interview
Shortlisted candidates called for interview via email with short notice.
Nomination

Complete the Application Accurately
Any false or incorrect statement will result in immediate disqualification and withdrawal of the award at any time.
Submit One Application Only
Only one online submission per applicant is allowed. No printed copies need to be sent by post.

Late or incomplete applications will be rejected without exception.
Important Notes
- Award recipients will not be considered for the University Grants Commission (UGC) university admission process in Sri Lanka.
- Scholarship terms may change at any time as per the Romanian Government's criteria, without prior notice.
- Candidates who decline the offer after selection will be permanently barred from all future scholarships offered by the Ministry of Education, Higher Education and Vocational Education.
- Extension of the scholarship period will not be recommended by the Ministry under any circumstances.
- Any form of canvassing — written or verbal — will result in immediate disqualification.
- The final decision on the award rests solely at the discretion of the Secretary of the Ministry.
