13 Years Guaranteed Education Programme — Grade 12 Vocational Stream Applications Open (2025)
The Ministry of Education, Higher Education, and Vocational Education has opened applications for the 2025 Grade 12 intake under the Advanced Level Vocational Stream. This programme is part of Sri Lanka's national commitment to ensuring every student receives 13 continuous years of education — regardless of how they performed in their O/L examination. By the end of Grade 13, students earn a National Vocational Qualification (NVQ) Level 04, a recognised credential that opens doors to employment and further training.

The Programme Structure
Grade 12 — Foundation Year
Students complete foundational studies at their enrolled school. This year introduces the vocational subject area chosen and builds the academic and practical base needed for the specialisation ahead.
Taught at the student's home school — no need to relocate.
Grade 13 — NVQ Specialisation
Students transition into specialised vocational training to complete a full National Vocational Qualification (NVQ) Level 04 course in their chosen subject area.
NVQ Level 04 is a nationally and internationally recognised credential for skilled employment.

How to Apply — Step by Step
Prepare Your Application
Fill out the official application form in Sinhala or Tamil as specified by the Ministry of Education. Use the format provided in the official notice.
Choose Your School and Subject
Select a school from the list of participating institutions near you. Confirm that your chosen vocational subject is offered at that school before applying.
Submit to the School Principal
Direct your completed application to the Principal of the school you wish to enrol in. The principal is the point of contact for admission at the school level.
